The last chart shows altitude through all service of MIR from 1986 till 2001, the low point is around 30km the highest about 60km, it could float in the air flow mass for 15 years without using jet fuel at all, only sometimes for maneuvering.

Same the ✈️ fly and birds who reach higher, once there they only use wings for direction, and even this is not so often.
